Acceptance of Apologies from Parish Councillors It was proposed by Cllr.Banham and seconded by Cllr.J.Neal that the apologies for absence from Parish Cllrs.Bennett, S.Kittendorf, and C.Millidge be accepted - This motion was unanimously agreed.
Declarations of Interest There were no Declarations of Interest
Minutes of meeting held on 15th August 2011 These minutes being previously circulated, it was proposed by Cllr. Emberton and seconded by Cllr. Collerson that they be accepted as a true record - This motion was unanimously agreed.
Matters arising from above minutes Commemorative seat for R.Eaton: The Chairman will write to Mrs.Eaton to confirm the commemorative wording, and Timpson's will charge approximately £20 for the wording to be inscribed on a plaque. Police meetings: The Chmn and Cllr.Emberton will go to the next Community Forum meeting and raise the matter of the meeting place and the non attendance at Parish Council meetings. Cemex quarry: The Chmn noted that the Southam to Long Itchington road was more dusty than usual and I. Southcott of Cemex confirmed that the wheel washing facility had been out of order; measures have been taken to remedy the fault.
Planning Matters
a. New Planning Applications 11/01805/FUL, 20 and 20A High Street: Change of use from shop (A1) to residential (C3) to create a single residential dwelling. External alterations to include removal of external staircase, reinstatement of 2 ground floor side facing windows, bi folding doors to ground floor side elevation, Juliet balcony to first floor side elevation and creation of chimney to side elevation. - No representation
b. Planning Decisions by District Council 11/01350/FUL, Pear Tree Cottage, School Street: Proposed replacement of conservatory to side – Permission granted 11/01437/FUL, 21 Manor Road: Proposed single storey extension to front elevation – Permission granted 11/01282/LDP, 21 Grange farm Drive: proposed single and two storey rear extensions – Classified as lawful permitted development therefore planning permission not required 11/01299/FUL, The Bowery, 17 High Street: proposed first floor rear extension and pitched roof over flat roof to side/rear – Permission granted. Land at Spiers Farm, Southam Cement Works: Extraction of limestone and clay as extension to Southam Quarry – Permission granted
Finance matters It was proposed by Cllr. Neal and seconded by Cllr. Banham that all invoices identified in the September 2011 Agenda Appendix 1, be paid - This motion was unanimously agreed.
Transfer of funds:- It was proposed by Cllr.Emberton and seconded by Cllr.Banham to the transfer of funds from Stockton Parish Council Rent Account (number 07679060) to Stockton Parish Council Treasurers Account (number 01598018) - This motion was unanimously agreed.
Correspondence and Reports Mrs.Harkins, stiles and hedges: Cllr.Neal will ask the football club what it wishes to do regarding the stiles (either stile or kissing gate), and the Chmn noted that he has a stile kit that he can let the club have. The Clerk is to ask the County Council how the Parish Paths Partnership funding is in relation to the repair or replacement of stiles.

Ongoing references Safer neighbourhoods: The Chmn noted that Cllr.Kittendorf indicated 4 crimes within the village recently. Mr and Mrs Stevens have had statues removed from their garden, Car in George Street broken into and items removed. Boat stolen from a garden. The Chmn will raise these matters at the police meeting prior to the community forum meeting on Wednesday 21st. A426: The Chmn will raise the latest two accidents to the police and another letter sent to the County Council regarding speed limits on this road. Affordable housing: The Chmn noted that WRCC has found some of the conditions regarding the sale of the land from Noralle unacceptable thus leaving no clear route for the purchase of the land at Glebe Close. Jephson Rural Housing Association has been unable to access any funding from the Homes and Communities Agency and therefore WRCC is asking other housing associations if they could fund this development. It was noted that Stratford on Avon District Council has £400K for affordable housing schemes and Stockton appears to be at the top of the list, but it is unclear that the District Council will commit all these funds to one development. The Chmn has asked WRCC for a report into the likelihood of funding from another source for this development. Allotments: Still awaiting a formal response from the allotment society Playing Field: It has been noted that if there is another playing field committee then other funds may be available, so therefore it is in the village interest to set up another committee.

Other Issues Windfarms: Cllr.Banham asked whether the issue of windfarms could be brought to the attention of the community forum. After discussion it was decided that the members could see no business case for the generators without subsidies. IT policy: The Clerk is to send a copy to the Chmn and Cllr.Banham Cemex funding: Cemex are asking for community projects that they could support. Boundary commission: It was noted that the latest parliamentary boundary changes would see that from 2013 Stockton would become part of a new Rugby constituency. This will not affect the current district council boundaries.
There being no further business the Chairman closed the meeting at 8.35pm
