Minutes of the Stockton Parish Council Meeting held in the Village Hall , Stockton, at 7.15pm on 16th January 2012

Open Forum There were no items raised under open forum
Apologies for Absence All Cllrs. were present
Acceptance of Apologies from Parish Councillors As all Cllrs were present no acceptance of apologies were necessary
Declarations of Interest There were no Declarations of Interest
Minutes of meeting held on 19th November 2011 These minutes being previously circulated, it was proposed by Cllr. Banham and seconded by Cllr. Millidge that they be accepted as a true record - This motion was unanimously agreed.
Matters arising from above minutes Stile at the football club: The Clerk is to talk to the Rights of Way team at the County Council regarding the cost and fitting of a metal kissing gate and approved suppliers. Cllr.Banham is to look at the feasibility of using the old allotment field as access into the set aside field for dog walkers thus avoiding the use of the football field. St. Michael's Crescent garages: Cllr.Kittendorf has identified the van that is accessing the garages (although it appears not to be dumping rubbish) and may be lawfully using the garages. The Clerk is to contact Orbit to determine whether this is so.
Planning Matters There were no planning matters for discussion and termination a. New Planning Applications
b. Planning Decisions by District Council
Finance matters It was proposed by Cllr. Banham and seconded by Cllr. Millidge that all invoices identified in January 2012 Agenda Appendix 1, be paid - This motion was unanimously agreed.
Correspondence and Reports
Strategy Group Report There were no strategy group reports
Amenity Group Report. There were no amenity group reports.
Correspondence not passed to groups Street light maintenance cost for next year: The increase in costs was discussed and it was determined to carry on with the current maintenance provider. Warwickshire County Council speed cameras: It was noted that the County Council will install mobile speed cameras on the A426. RoSPA: The quote was noted and the Clerk will ask RoSPA when they envisage that the play equipment checks will be carried out.
Ongoing references Website: The Chair gave a report into super fast broadband meeting held at the District Council offices on Friday 13th January. The meeting identified grants available from government which need to be match funded, and recommended that all Parish Councils and parishioners should write to the providers asking that this service be provided. A letter will be sent from the District Council which could be used as a template, and this will be printed in the parish magazine for readers to use. It was noted that the District Council may be able to access approximately £3M. The Parish Council determined to invite Balvinder Heran of the District Council to the February meeting for further explanation. It was also noted that the fibre optic street cabinet has been installed at the crossroads hopefully to be in operation in March 2012. The Parish Council also determined that the Awards for All grant of £10K towards the project be processed and the Clerk to convey this to Balvinder Heran Affordable Homes: The Chair indicated that Hayford Homes may be presenting an application to build 12 homes on the site to the District Council. Cemex liaison group: there will be a meeting on either the 6th or 13th March and Cllr.Banham will attend Diamond Jubilee: Mrs. Rumsey asked the Parish Council to consider planting some trees as a response to the jubilee celebrations, and after discussion it was determined that the Parish Council will purchase some trees in the autumn.

Parish Council Calendar Actions Villager of the Year: the request for nominations will be put into the parish magazine. Grit bins: It was noted that all bins are full. Cemetery and play area safety audit: These will be put back until March Quarterly budget monitoring: This was discussed and found to be in line with the projections.
Training and Meetings There was no training undertaken and the broadband meeting was reported in ongoing references
District Council Issues District Cllr. Kittendorf noted that the government has given the go ahead for HS2 but that the District Council will continue to oppose it. Cllr.Banham has made detailed maps of the HS2 route as it passes near Stockton and these were put into circulation for Cllrs to study.
County Council Issues There were no County Council issues
Other Issues FC-CC: Cllr. Neal noted that the District Council is ceasing the rate reduction that sports clubs have historically enjoyed and as this will make a difference of £5K annually to the club and therefore the club will have to alter the way it functions. Another matter for the club is that the netball league indicates that the netball court is too slippery and the netball teams have to play elsewhere. The cost of resurfacing the court could be as high as £20K. Regarding the rate increase the Parish Council advised the club to write to the MP as this is government matter. Cemetery: Cllr.Kittendorf noted that he has had complaints regarding dogs being exercised in the cemetery. The Parish Council noted as the cemetery owner it does not allow dogs within the cemetery and initially a letter to that effect will be published in the parish magazine.
