Affordable Housing in Glebe Close

The District Council has given planning permission for 12 affordable houses to be built on land adjacent to Glebe Close.

Jephson Housing Association were due to bid for a grant to build the houses from the Homes & Communities Agency but unfortunately their bid for the next four years has been unsuccessful and it is not clear at the moment how the money needed to build these houses will be raised. The Parish Council have decided, therefore, to look at other ways in which housing can be provided in this site including some “open market" housing for sale to people with local connections as well as rented housing.

A Housing Needs Survey will be carried out to see what need there is for various types of housing in the village and what support there is for development.

Once the funding issues are resolved and we are awarded to budget to proceed, the Parish Council will discuss the allocation process with the District Council.

Background to Affordable Housing Scheme

Housing Location Survey
The WRCC conducted a Housing Location Survey in 2007 in which a total of 153 forms were returned representing a response rate of nearly 30%. 68 people preferred the Allotments site for the development and 78 preferred an extension to Glebe Close.

The Parish Council has accepted the majority vote, coupled with the comments made at the drop-in session held in February 2008, and is treating Glebe Close as the preferred option although it is not ruling out The Allotments site in view of all the difficulties that still remain before a housing scheme could start. These difficulties include agreeing a price with the landowner for the land, overcoming infrastructure issues such as electricity, water supply, drainage, traffic management and bidding successfully for money from the Housing Corporation.

Background
This initiative is in response to The Parish Plan in 2006 which identified the need for more such homes, and the Survey carried out in 2006 to measure the specific housing needs. The survey form was designed with input from Stockton Parish Council and the Rural Housing Enabler for Warwickshire Rural Community Council. Approximately 550 forms were distributed and 157 forms were returned. This equates to a response rate of 29%; a rate considered good for a survey of this type. 13 respondents expressed a need for alternative housing.

Analysis of all the information provided took place in late December 2006, which identified the specific needs as:

Owner-occupier
1 x 4 bedroom house

Rented
3 x 2 bedroom bungalows
2 x 2 bedroom flats or houses
2 x 2 bedroom houses
2 x 3 bedroom houses

Shared ownership
2 x 2 bedroom houses
1 x 3 bedroom house.
