Minutes of AGM 20th April 2009

Minutes of the Stockton Parish Council Annual General Meeting held in the Village Hall, Stockton, at 7.30pm on 20th April 2009

Those present: -
Parish Councillors: Cllrs.H.Collerson, R.Eaton, S.Bennett, C.Millidge, J.Guild, P.Banham, and J.Emberton.
District Councillor: Cllr.N.Rock
County Councillor: J.Appleton
Public: 9 members of the public, and PC Hill.

Election Of Chairman for Stockton Parish Council
It was proposed by Cllr. Banham and seconded by Cllr. Emberton that Cllr.Collerson be re-elected as Chairman – there being no further nominations Cllr.Collerson was re-elected unopposed.

Election Of Vice Chairman for Stockton Parish Council
It was proposed by Cllr. Guild and seconded by Cllr. Emberton that Cllr.Banham be re-elected as Vice Chairman – there being no further nominations Cllr.Banham was re-elected unopposed.

Open Forum
District Cllr. Rock noted that a letter of complaint from Mr.Whitehouse of Napton Road has been received regarding the state of sweeping the leaves from the pavement on the hill, the state of the hedge and trees on the hill, and edging at the crossroads. The Clerk noted that to date the Parish Council has been unable to identify the owner of the hedge but Mr.Took of Countrywide property management is attempting to establish ownership. With regard to the sweeping of the leaves this is the responsibility of the District Council. The kerbing of the crossroads is within the remit of the County Council, and the parish Council has regularly asked BT to provide hardstanding to accommodate their repair vehicles, with no response thus far. The Clerk is to write once again to BT asking for hardstanding at the crossroads.

It was also noted that two years ago the drains at the crossroads were cleared out but nothing else was done, this procedure is totally inadequate as when it rains now the drains cannot cope and the situation needs to be addressed.

Declarations of Interest
There were no Declarations of Interest.

Minutes of meeting held on 16th March 2008
These minutes being previously circulated, it was proposed by Cllr.Guild and seconded by Cllr.Banham that the minutes of 16th March meeting be accepted as a true record - This motion was unanimously agreed.

Matters Arising from the meeting on 16th March 2009
Dog attack: Further information is required into the CPS decision regarding the problem with two large dogsw.
Village Mowing: It was noted that the the cemetery and pound had not been mowed and the crossroads had not been mowed far enough along the main road. Cllr. Banham asked that a Cllr. monitor the mowing and report back to the Parish Council. It was determined that the issue be put as an ongoing reference.
George Street/ Napton Road junction verge: Cllr.Guild noted that there area has become overgrown again and asked whether the Parish Council could write to the householder concerned pointing out that the area will be sprayed with an inhibitor.
Dog bins: The Clerk is to order another bin and post.
Allotments: it was determined to ask Cemex to open the old allotments to new holders.

Planning Matters: -
a. New Planning Applications
There were no new planning applications
b. Planning Decisions by District or County Council
There were no new planning decisions.

Finance matters
It was proposed by Cllr. Guild and seconded by Cllr.Emberton that all invoices be paid - This motion was unanimously agreed.

Strategy Group Report.
There were no reports for consideration.

Amenity Group Report.
There were no reports for consideration.

Correspondence not passed to groups
C.Muggeridge & Sons: It was unanimously agreed that the fair be given permission to visit Stockton during the required dates.

Ongoing references
Affordable housing: The Clerk was asked to get an explanation of the bid process, and ask how the new affordable housing allocation will be determined.
Pound House sale: This has not been advertised throughout the village which appears to be against the spirit of the original agreement whereby permission to build was granted. The planning department is to be notified alerting them to this fact.

Calendar Actions
Cemetery safety audit: The Clerk and Cllr.Millidge will undertook this audit, and reported to the Council no material change in conditions.
Quarterly budget report: This end year budget report was previously circulated, and after discussion was formally accepted by the parish council
Emergency plan: Clerk to send plan to Chairman for perusal by Finance and Strategy group.

Other Issues
Cycle track to Southam: District Cllr.Rock will represent the Parish Council views to the next meeting.

There being no further business the Chairman closed the meeting at 9.25pm
