Minutes of the Stockton Parish Council Annual Meeting held in the Village Hall , Stockton, at 7.15pm on 20th June 2011

Open Forum
The chairman made a presentation to the previous District Councillor for Stockton, Nigel Rock, and thanked him for all his hard work that he undertook on behalf of Stockton and Napton over the last 5 years, it has been much appreciated by the Parish Council and all parishioners. In reply Mr. Rock thanked the Parish Council, pointing out that it had been a pleasure doing business with the Parish Council.
Cllr.Kittendorf noted that the book “Sure Strike" by N.Rock is now on sale at the Post Office.
Mr.Rock then left the meeting.

It was proposed by Cllr.Millidge and seconded by Cllr.Bennett that the apology for absence from Cllr.Neal be accepted - This motion was unanimously agreed.

Minutes of meeting held on 16th May 2011
These minutes being previously circulated, it was proposed by Cllr. Banham and seconded by Cllr. Emberton that they be accepted as a true record - This motion was unanimously agreed.
Matters arising from above minutes
Village mowing: After discussion it was agreed that his quote to mow the grass verge outside the sports field is acceptable and the Clerk will ask him to strim the extra 10 feet outside the cemetery to the hedge.
Waste bin at cemetery: Cllr.Kittendorf noted that the District Council will provide bins at the cemetery at a cost of £50 each with a fortnightly collection costing £50. The Clerk was instructed to obtain these from the District Council asking that they be sited inside the cemetery adjacent to the water butt.
Additional facility at the playing field: The Chairman thanked Cllr.Kittendorf for his work in providing an additional facility for bikes on the slide hill. Cllr.Kittendorf noted that the excavator hire company gave the use of their vehicle free of charge to move half the soil from the cemetery to the playing filed, and then B.Tuckey used his large machine to move the rest. The young people themselves actually made the jumps thus giving them an ownership of the facility, and will come back to the Parish Council if they have other requests. Cllr.Kittendorf asked whether a solar lit shelter could be provided. And he will investigate the possibility of other funding, but a promise of some funds from the Parish Council could mean the unlocking of other fund sources. It was noted that the gate lock is missing and the Clerk will obtain a combination lock. The Clerk is also to inform the Parish Council insurers that the BMX facility has been erected on the playing field.
Planning Matters
The following are the responses from Stockton Parish Council regarding individual planning applications.
a. New Planning Applications
11/01158/FUL, Land formerly Pittams Farm, Napton Road: Erection of an agricultural workers dwelling. - No representation. The Clerk to point out that that the access to the dwelling appears to be the bridle path, and also point out that the Parish Council is unsure where the village boundary is therefore what parish the bridle path is in.
11/01282/LDP, 21 Grange farm Drive: Proposed single and two storey rear extensions. This is a Permitted Lawful Development and was sent in error. So it is designated lawful there is no consultation necessary
11/01299/FUL, The Bowery, 17 High Street: Proposed first floor rear extension and pitched roof over flat roof to side/rear – No representation.
b. Planning Decisions by District Council
11/02692/FUL, Treada, 1 Mount Pleasant Close: Amendment to previously approved application 08/01502/FUL for the enlargement and repositioning of the dormer windowon the front elevation and extensionof the dormer on rear elevation to see omission of balcony - Permission granted
10/02692/FUL, The Barley Mow: erection of a smoking shelter to the rear of the public house - Permission refused
Finance matters
It was proposed by Cllr. Kittendorf and seconded by Cllr. Banham that all invoices identified in June 2011 Agenda Appendix 1, be paid - This motion was unanimously agreed.
Correspondence and Reports
J.Udall request to use land in Glebe Close: The Clerk is to ask Mr. & Mrs.Udall what exactly are their plans, what experience they have in the care of animals, what contact they have had with their neighbours, what fencing and maintenance they foresee, and whether if they stop the project they can return the land to its original state. The Parish Council is not rejecting their application but if agreement on all the points raised can be obtained, then a formal agreement would be necessary.
Strategy Group Report
Financial Regulations: The Chairman will email the changes proposed by the Strategy Group to all Cllrs for evaluation.
Risk Assessment: The Chairman will email the changes proposed by the Strategy Group to all Cllrs for evaluation.
IT procedure: the Clerk will email a procedure to the Strategy Group for evaluation
Clerk's Contract and job description: The Chairman will email the proposed contract drawn up by the Strategy Group from the model set by WALC to all Cllrs for evaluation.
Standing Orders: The Clerk is to obtain the latest model set from WALC and email to the Strategy Group for evaluation.
Declarations of Interest: The Clerk will merge all documents into a single page for Cllr.Emberton to add to the website.
Amenity Group Report.
Playground Inspection: Cllr.Millidge will put the document into circulation, noting all risks identified were of the “low" variety. Cllr.Millidge will also obtain further quotes for new safety surfaces and springs.
Playing Field account: the Clerk will write a formal letter to the bank closing this account and transferring the remaining funds into the general Parish Council account.
Bin outside the lower school garden. Cllr.Millidge noted that it is now just the base; the Clerk is to chase up the delivery of the three bins.
Correspondence not passed to groups
Rural Housing enabling event: This will take place on July 4th at Ettington Community Centre and the Chairman will attend (the Clerk is to get a programme for the event).
Extra light in The Square: The Clerk is to write formally to Mrs .Blauberg asking for confirmation that a light can be attached to the wall of her house.
Broadband Coverage: The Local Enterprise Company wants as many people as possible to complete the online survey asking for support in the attempt to have super fast broadband access in Stockton.
Allotments: The Clerk is to talk to D.Legge to ascertain the situation regarding the offer of land by Cemex.
Cemex quarry extension: The Chairman will attend a meeting of the liaison group convened by I. Southcott to ascertain how the quarry extension monitoring will take place.

Parish Council Calendar Actions
Review Cllrs Declarations of Interest: As this is an election year all Cllrs have completed a new declaration of Interest document.
Review Asset Register: The clerk will send a copy of the Asset register to the Strategy Group for review.

This item will not be carried forward.
Training and Meetings
Area forum: Cllr.Banham attended and found it better run that usual with a new Chairman Mr.C.Williams, and a new Vice Chairman Mr.R.Stevens, and noted that half the meeting was taken up by the HS2 issue. Other issues were more police foot patrols at Southam College, more police patrols in Southam, and a desk in Southam library.
HS2 meeting: Cllr.Banham attended the meeting and collected arrange of reports into that project, these have been put into circulation.
District Council Issues
Wind Farm: District Cllr.Kittendorf noted that there is a proposal for the erection of 6 wind turbines in Napton / Shuckborough area, with a scoping report in progress There are 4 localities for consideration. There is an application for meteorological masts to be erected
County Council Issues
Stockton recycling centre: In the absence of County Cllr.Appleton, District Cllr.Kittendorf indicated that Stockton recycling centre will now be run by a voluntary organisation, the actual details are unclear at present, but he will report back to the Parish Council when further information is available.
Mobile library: District Cllrf.Kittendorf noted that the mobile library visit dates and stopping points have been altered.
Other Issues
Sign in The Square: It was noted that the sign in the square is missing and the Clerk was instructed to ask the District Council to fit a new sign.
Bus stop in Napton Road: Complaint received that the elderly have to walk between parked cars to access and exit the buses, and this is thought to be dangerous, and also can they have a small bin fitted. It was noted that the bus stops traffic therefore there is no traffic danger, and the Clerk will investigate what small bins are available and whether they can be fitted to the column.
Waste bin at Station Road: the Clerk is to chase the delivery of all bins.
Mobile speed signs: The Chairman asked whether it would be possible to have the mobile signs fitted in Stockton. The Clerk is to investigate possibility
Old sign Names: It was noted by Cllr.Banham that the old sign names in the village e.g. The Radical, High Bully, The Town Piece need to be preserved and indeed explained to those residents who wish to enquire about them.
