Annual Parish Meeting 20th April 2009

Minutes of the Annual General Meeting of Stockton Parish held on Monday 20th April 2009 in Stockton Village Hall at 7.00pm

Minutes of last AGM 19th May 2008: The minutes of the last meeting were read and it was proposed by H.Collerson and seconded by C.Millidge that they were a true record of the proceedings.

Villager of the Year: The Chairman, noted that the Parish Council is please to note that Mrs.G.Windsor has been nominated and awarded Villager of the Year, for all the work that she has done over the years within all organisations of the village, notably, the Parish Council as member and Clerk, the Good Neighbours, and the Church and concluded that Mrs.Windsor is a very worthy recipient of the award.
In reply Mrs. Windsor thanked the Parish Council and those who nominated her for the award,

Financial Report: The Clerk of the Parish Council then delivered the annual financial statement for the year ending 31st March 2009, and together with the Chairman outlined the differences in the accounts over the last three years and reasons for the variations.
There being no further questions, the meeting unanimously declared acceptance of the financial statement.

Chairman's Report: In his annual report, the Chairman, Cllr.H.Collerson pointed out that the Parish Council has 12 monthly meetings each year with extra meetings convened to deal with pressing issues (last year it was the village grass mowing contracts. Councillor attendance at the meetings was 79%, and the police were represented at 9m meetings.
The Chairman noted that there has been steady progress made with regard to the affordable housing to be built within the village, and that Glebe Close was the villages preferred site. It is expected that a full planning application will be received later this year.
Little progress has been made with regard to the proposal by Cemex to build a Climafuel plant at Long Itchington. This appears to have been delayed by responses from Stratford On Avon District Council, and Rugby Borough Council to the applications made by Cemex for the Long Itchington and Malpass Farm sites. The parish council has submitted its view that whilst it supports the concept of fuel from waste, the most sustainable site is Malpass Farm at Rugby, due in the main to a lack of landfill capacity and the reduction in material transportation. It woiuld also make a proper use of the western relief road for the transportation of materials rather than using 260 HGV vehicle movements through villages.
The Parish Council has sent its strong objections to Warwickshire County Council regarding the latest Cemex proposals tabled during the Minerals Plan which in effect would introduce quarry extensions at Spiers farm and Greaves cottages which would take in even more land that the original 2005 proposals. These objections have also been referred to Cemex noting that this is a retrograde step.
The Parish Council has carried out a considerable amount of work on the playing field in the last year. Following safety inspections repairs were carried out to the play equipment and safety surfaces. The path from St.Michaels Crescent to the playing field has been resurfaced together with the path from Post Office Lane to the Crown Inn car park
The Chairman indicated that the Parish council was very disappointed that the County Council did not introduce a 50mph speed limit on the A426 towards Rugby. The Council gave its view that the poor accident record on that road including collisions at the Stockton crossroads would be best controlled by a 50mph limit on the whole of the road rather than on piecemeal sections, however the County Council ignored our submissions but agreed that the situation be reviewed in 12 months time
The Parish Council is pleased with the relaunch of Stockton’s News and would like to thank Wendy Rumsey, Marion Stringer, and steve Kittendorf for all of their work to enable the magazine to be relaunched.
The Chairman noted that the grass mowing contract has been reviewed and the parish council wishes to thank Dave Stanley for the work that he has done over the years, and as he has now not tendered for the work the contract has been awarded to P.Cook landscapes.
The parish council website new website has been laubched and it is a great success with viewers, and the Chairman would like to thank John Emberton for all the work that he is currently putting into the site.
The Chairman thanked his colleagues on the Parish Council and the Clerk for their support and work throughout the year.
